While looking for animation tools a little while back, I came across one tool that I liked was called Vectorian Giotto. It's fairly simple when it comes to frame-by-frame animation, and that's what make it easy to use. I have fun using it, but for serious animators (Media/Business), I wouldn't recommend it. The main problem it has is it's lack of compatibility, because you really have to think outside the box when it comes to sharing the files (When a file is saved off of it, it can only be read by it, no other software that I know of). But anyway, It's a nice program to create little animations.
