Making techno music from the 2000s is actually REALLY easy. There are a few different types of techno though, so for this tutorial I'm gonna tell you how to make techno like the Sin and Punishment Star Successor and Unreal Tournament 2004 soundtracks.
So I've listened to VGM techno like these a LOT, and I've narrowed down the formula into a simple recipe. You need the following sound samples/insturments:
303 Acid Synth
Break Beats (Amen Break usually)
Electric Guitar (like the ones you use for Heavy Metal)
Pads (for atmosphere)
So first you're gonna get the Pads in order. Make it really ambient and a bit quite so that it's not really the main attraction.
Next, get a Break Beat and Amen Break pattern going. Its very consistent, but the rhythm can change up at anytime, called a break.
Finally, you make the main melody out of an Electric Guitar. You don't HAVE to go heavy metal with it, but you absolutely can. You could also make it a slow melody as well. Either way, this is where the actual melody kicks in and everything else is pretty much compliments and atmosphere.
