In the Software Manager:
Fonts > Ttf-mscorefonts-installer
It's imperative (iirc) that you accept the Eula
Then it should install Arial, Times New Roman, Courier New, etc.
Then you need to, whether a virtual machine, or a physical computer, go to C:\Windows\Fonts on a Windows computer and install fonts that start with "seg" and end with .ttf in order to get Segoe UI.
You install them by accessing them from your Linux Mint machine and double clicking on them, and clicking install font (iirc)

The reason you have to do this hassle is because the famous web safe fonts Windows has (Arial, Times etc.) have a proprietary font liscense and anyone-not just the developers of Linux Mint-can't just serve the fonts with their OS/programs.
