okay, so, one of the biggest criticism of vista is that it ran slowly on older computers not optimized for its capabilities. i was thinking of upgrading my windows XP setup to vista, because i feel iâd get more out of it. but i want to make sure it can run it first
my computer is a dell dimension 3000 with windows XP home edition. it has an intel pentium 4 processor with 2.80 GHz CPU, 1 GB RAM, and directX 9. can it run vista? and if so, can it run aero as well?

Vista's notorious for being a memory hog, so I doubt that you'll hit your luck installing such an operating system in there. Plus, you'd need a graphic card that has WDDM drivers for it to get the Aero working, and it's most likely that it'll auto shut-off and send you back to the Vista Basic theme because of the aforementioned issues.
*Plus, I had the HT version of your CPU. Vista won't cut it.
