i think so! in fact it's tagged gnome. i think all linux distros use either svg or png files for icons. the only thing you'd have to worry about when using an icon pack on a different de is it not having icons for certain default apps. even that can be changed by renaming some icons to that of the program or repo, or changing the program's icon through properties
