But isn't the 3DS web browser is not accessible anymore ? Or maybe it can works again with Pretendo or another app

Not true. It's just a web browser. It functions just like other web browsers. Almost impossible to really soft lock it. Now I'm going to have to see if I can do this on my wii. I know I have to try to get riiconnect24 working after I update finally (I never updated from 4.2 to 4.3
