I'm attempting to make something in-between 'personal site' and 'web 2.0 gloss' style. any basic fundamentals or color schemes? i'm working with microsoft expression web 4 wysiwyg, so no HTML5 or 6 7.

Maybe looking for templates as a base for your website would be an idea, but isn't Expression Web using HTML 5 ? In this case you don't have to worry about the HTML compatibility

i'd say look at
colorzilla for gradients and their css code
you could also use
7.css if you want it to look like windows 7 or vista specifically (it doesnt include code for taskbars or start menus tho)

I'm trying to go for the web 2.0 gloss instead of making it look deliberately like 7 or Vista

THANKS everyone. If you care, I think i've figured out SOME fundamentals my site will have
A blue and white color scheme
A sidebar on the side because lots of sites from web 2.0 seemed to have them
Segoe UI for font

I'll give you some criticism as you asked for the stuff I'd personally change to make it look better.
1. I don't like the border radius on the navbar because it's in the middle of 2 other elements (the header and main content), I think you should remove it.
2. There should be spacing between the 2 squares in the middle (last blog post and song of the week) and they should be the same size. I would make the title/date text a bit more smaller than the "Latest Blog Post" text. Maybe also add a slight border radius around those boxes (like 3 or 5px).
You can also try box-shadow to make it look less 2D.
3. Maybe add some icons next to your navbar links to spice things up a bit, it looks too minimalistic right now. You could also make gradients to make them look like buttons.
4. The footer text is too big and the black on blue doesn't look good, it's also not centered.
5. In your header it might look better if the gumball image was on the left under your text instead of the right.
6. The shadow on the black text in the header is too pronounced, lower the opacity of it, so it can look sleeker and more refined. It might also look better if it was a light grey so that it doesn't differ too much from your "logo" text (The Amazing website of Oliver) and the text a bit bigger, or make the logo text smaller instead.
Hope this helps you a bit.

maybe you can make the layout more user friendly by adding some kind of smooth corner and not a sharppoint
